Man made droughts but Ethiopia says it needs emergency food aid for Millions people !

NAIROBI, Kenya — Ethiopia says it needs emergency food aid for 6.2 million people. The crisis stems from a drought that has affected much of the Horn of Africa, including Kenya and Somalia.
Mitiku Kassa, Ethiopia's state minister for agriculture and rural development, appealed to donors Thursday for more than $121 million.but this is normal policy of ethiopia during of fundrising  to feul the hostility of ethiopia ethinic erriduction  though this coming election  will highly demand  for an international aid  to boost the election of EPRDF .
Ethiopia drew international attention in 1984 when a famine compounded by communist policies killed 1 million people.but from 1991  EPRDF regime is severe than the communist policy because this still not mentioned system i.e black dictatorsip with autocoratic style
Drought is especially disastrous in Ethiopia because more than 80 percent of people live off the land. Each drought demands that the government co-ordinate timely humanitarian response, but we have to ask: what can be done to prevent the next drought from becoming a disaster? The humanitarian response to drought and other disasters is still dominated by 'band-aids' such as imported food aid. This saves lives now, but it does little to help communities withstand the next shock. we can say yes the government of  ethiopia itself makes the droughts.

Seventy per cent of humanitarian aid to Ethiopia comes from the USA. Most of this is 'in-kind' food aid, subject to conditions which have nothing to do with development and mean that it costs up to $2 of US taxpayers' money to deliver $1 of food aid. This begs a second question: are there any more cost-effective ways of dealing with disasters?
Donors should increase investment in building communities' resilience to disasters and alternatives to imported food aid, including investment in local and regional production. in fact the security ,conflicts  and bad governance is main sources off entitled droughts

The World Food Programme (WFP) should make their emergency food aid programmes contribute more to sustainable development
